Purpose

The preparation of the inventory of hazardous materials is a fundamental requirement of the Hong Kong Convention on ship recycling, adopted in May 2009. It makes it possible to take effective measures for reducing the risks posed to yard workers and the environment when the ship is demolished.

Benefits

DNV’s expert services on the inventory of hazardous materials leave only a minimum of work to the ship operators, taking care of all the required steps for establishing the inventory as an expert party. The resulting inventory, based on onboard survey and material sampling, will make it easier for the contracting recycling yard to implement targeted and cost-effective steps to deal with the specific hazards for the ship in question and be in compliance with the Convention.

The Inventory consists of three parts:

Part 1 addresses specified substances contained in the ship’s structure or equipment and is to accompany the ship throughout its operating life, subject to maintenance and updating.

Before recycling, Parts 2 and 3 must be created to include all operationally generated waste and stores on board at the time of delivery to the recycling facility. The final owner delivers the Inventory, with the ship, to the recycling facility.

While part 2 and 3 may be prepared on a self declaration basis by onboard personnel, Part 1 for existing ships shall include the involvement of competent resources, including onboard visual inspection and spot check material sampling for analysis.

The inventory services encompass:

  • The identification, localisation and quantification of required hazardous materials such as asbestos, polychlorinated biphenyls, ozone depleting substances and TBT as required by the Convention, including visual and sampling check.

  • The issuance of a third party report - the Inventory of Hazardous Materials.

  • Potential recommendations on how to handle the onboard findings, including precautions for onboard personnel.

Presentation of the necessary documents the authorized organisation such as a class society for the approval and issuance of the required documents of compliance.

DNV also offers training of ship operators in preparing elements of the inventory themselves.
